This guide provides practical compliance guidance from a data provider perspective. Telemarketing regulations and state statutes evolve regularly. Always consult with qualified legal counsel regarding your organization’s specific compliance policies.
Compliance fundamentals for sales teams
Purchasing lead data does not transfer outbound telemarketing obligations. As the calling organization, federal regulations require that you scrub your calling lists against the National Do Not Call Registry under your own registration prior to outbound dialing.
What “DNC scrubbed” really means
When evaluating lead providers who advertise “DNC clean” data, ask which registry was screened, on what date, and whether the scrub date is stamped on each record.
agedleads.net does not scrub files against the National DNC Registry, because that scrub has to run under the caller’s own Subscription Account Number (SAN). If you plan to call, run every number through the National DNC Registry under your own SAN before you dial. Because consumers register new numbers daily and several states maintain separate registries, outbound sales teams must keep screening on an ongoing basis under their own credentials.
Registering your Subscription Account Number (SAN)
Any organization conducting outbound telemarketing must register for a Subscription Account Number (SAN) with the Federal Trade Commission:
Visit telemarketing.donotcall.gov and register as a telemarketer or seller.
Complete your organization’s profile and certification regarding your planned use of the data.
Retain your Organization ID and credentials for annual renewals and compliance audits.
Select your target area codes. The FTC provides access to your first 5 area codes at no cost; additional area codes require an annual subscription fee.
Download updated registry files and scrub your calling lists at least once every 31 days.
Managing state lists and internal suppression
In addition to the federal registry, an effective compliance program manages two other critical suppression lists:
State-specific DNC registries: Several states maintain independent do-not-call registries or specific telemarketing calling windows.
Your company internal DNC list: If a consumer requests not to be contacted, federal rules require you to honor that request immediately and maintain their number on your internal suppression list indefinitely.
You can upload your internal suppression list directly when requesting counts, and our system will automatically remove those records before your file is delivered. We also support secure SHA-256 hashed suppression.
Selecting compliant outreach channels
Aged leads carry documented consumer inquiry consent from the original submission. Because FCC regulations regarding automated dialing systems and artificial voice technologies have tightened, best practices for aged leads center around manual agent dialing, multi-line agent-assisted dialers, personalized email outreach, and direct mail.
Each record includes the original inquiry timestamp and domain source so you and your compliance team can determine the best outreach method.
Essential record keeping for compliance peace of mind
Maintaining organized records ensures complete compliance defensibility. For every outbound campaign, keep:
Lead purchase receipt showing data source and delivery date
Original inquiry timestamp and opt-in language included in your delivery file
Timestamped records of your internal National DNC scrub
Call records with dates, times, agent IDs, and call disposition codes
Prompt logging of any consumer opt-out requests
Maintaining these records is standard operational best practice for professional sales teams and dialer administrators.
